Training and Strategic Plan for Energy Efficiency in the State of Rio de Janeiro

Through the Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH (GIZ), a cooperation agency of the German government designated to implement programs and projects related to the partnership with Brazilian institutions, Mitsidi executed in 2015 a project on Energy Efficiency in Public Buildings in the State of Rio de Janeiro, covering the current energy panorama of existing public buildings, training professionals and developing an Energy Efficiency Strategic Plan for the State of Rio de Janeiro.

Within this context, a mapping was carried out, with a survey of information and data from 7,945 buildings, of which 530 constructions were analyzed, after verifying compatibility and integrating different databases.

During the project, technical visits were made to representative public buildings in the sample, and the main barriers to energy efficiency were identified: lack of knowledge of sustainable purchasing policies and building consumption, the need for training of building managers, the lack of standardization and operational control, and the lack of integration of state agencies.


Mitsidi provided energy efficiency training and qualifications for public building managers and created an Energy Efficiency Guide for managers and decision-makers. The document addressed regulatory references and energy efficiency measures in the administrative sector, in the purchasing sector, in the operation and maintenance of buildings, in new construction, and in the renewable energy sector. Specifically, in the purchasing sector, the guide addressed safe purchasing guidelines with a description of existing laws, energy performance of equipment based on existing PBE labels, Procel Seal, Energy Star Seal, and the design of sustainable purchasing portals.

As a product of the project, an Energy Efficiency Plan for Public Buildings in Rio de Janeiro was also developed, which aims to organize and standardize energy management, reduce energy consumption in buildings, reduce state expenses, increase public knowledge on the subject, encourage the rational use of energy resources and strengthen the role of the State of Rio as a leader in the search for efficiency


Finally, presentations were also made to key public entities, such as the SEPLAG Real Estate Assets Secretariat and the Planning and Management Secretariat, which were carried out in the publication of SEPLAG Resolution No. 1,375 of September 10, 2015, which officially created an Energy Efficiency Working Group and in Decree No. 45,421 of October 20, 2015, which established the Internal Commissions for the Conservation of Energy, Water and Telephone Inputs (CINCONSERV) within the scope of the bodies and entities of the state public administration.
